live from the cbs bay area studios, this is kpix 5 news. >> breaking news. a scare for bart passengers, what sounded like an explosion sends people running out of a san francisco station. good afternoon. i'm kenny choi. michelle is on assignment. that bart scare happened just before 11:00 this morning. we spotted people taking the escalators out of the embarcadero station. riders thought they heard an explosion but it was a blown

insulator on the tracks. crews are working on ventilating the smoke. no one was hurt. bart is dealing with growing concerns with crime and policing at stations. a safety committee is meeting right now. >> reporter: in the last 24 hours, there's been four documented crimes at bart stations. and bart is still facing a police shortage and questions over how it handles crime data. sexual assaults are up and bart stations have seen 45% more robberies in the 1st quarter. that's according to the san francisco chronicle. >> i don't feel safe. >> some of the characters can be a lot more shady. >> the new police chief is facing criticism for the way the agency reports crime. it puts data on crime mapping.com. a website that shows you where and when crime happens but doesn't provide many details. at the safety committee meeting, bart will go back to

having a watch commander create a narrative summary. >> there's not another police department in the bay area that does narratives like we were doing them. and we're willing to go back and do them in that fashion. >> reporter: a teen mob attacked and robbed rusty -- and his family at the coliseum staff. bart hasn't released video of the crime. >> think they are more worried about their perception in the public. i think if fay truly saw it as a problem they would be trying all facets, including releasing video. >> when we release video we don't want to jeopardize the integrity of an investigation. >> reporter: the chief is also focused on fully staffing the department. it's down about 40 officers. he says it comes down to a recruitment problem.

in oakland. jessica flores, kpix 5. an acid spill shut down the ramp to 101 for hours. hydrochloric acid spilled on the roadway. it's currently used in making cement less slippery. crews sprayed a substance and all lanes are back open. a wildfire in saratoga. sandra osborne reports they've had to deal with flames and inter- appearance to from a drone. >> reporter: no word on what caused this fire. fortunately, the flames spread up the hill which means it moved away from homes. >> i feel lucky. it was really big behind the house. >> reporter: today is day two. fire crews say the blaze is smoldering through the brush. >> in that thick underbrush -- it didn't crown much in the

trees. but with the drought stressed trees, it's dangerous. >> reporter: despite dealing with rough terrain and the steep inclines, there's good news. the fact that the fire happened near a vineyard is a good thing according to firefighters. they point out that the tilled up earth acts as a fire break or a buffer for firefighters. and the fog this morning helps keep conditions favorable. investigators are also looking into who flew a drone over the area yesterday, forcing them to ground the fire helicopter. >> coming in for a drop and had to be waved off. and the helicopter was grounded for the day. >> reporter: the person could be charged with a misdemeanor. neighbors believe it was just a kid playing. leslie mathieson and her family have no power or water. they loaded up pets to spend time at a friend's house. sandra osborne, kpix 5. firefighters say no structures or homes are in

danger. firefighters in mariposa county say the wildfire shifted direction quickly making the flames difficult to control. it's burned 15,000 acres since monday. one structure has burned. the fire is just 5% contained. >> i've -- i haven't seen these conditions in a long time. it's a wind driven, slope driven, fuel driven fire. >> reporter: evacuation orders are in place for nine roads near highway 49 north. later today, the oakland city council could vote to cut ties between the police department and immigrations and customs enforcement. it's an attempt to fight back against the president's crackdown on illegal immigration. the safety committee recommended to cancel the agreement wean o.p.d. and ice. police officers are allowed to act as ice agents. but according to the department. officers have not done any

operations under the agreement. a final vote on whether to ban the sale of flavored tobacco. if it passes, they would only be sold at stores open to people older than 18. repeal obama care now and replace it later is the new senate plan when divisions among the republican party force them to cancel. >> conservative senators mike lee of utah and jerry moran of kansas delivered the fatal blow on the gop plan to repeal and replace obama care. >> we thought we were in fairly good shape. >> they said we should not put our stamp of approval on bad policy. and it doesn't go far enough in lowering premiums. >> this doesn't have to be the end of the story.

>> reporter: mitch mcconnell announced a plan to vote on an old piece of legislation that completely repeals obama care but only after a two-year transition period. >> it will allow us to accomplish what we need to do on behalf of our people. >> reporter: critics are skeptical they can find consensus in the next two years if they weren't able to do it in seven months. three republican senators are no votes on the repeal only plan. they say there needs to be a replacement in place first. >> i believe the insurance markets would go into turmoil. and i don't think it's the right way to proceed. >> the budget office estimates 18 million people would be kicked off insurance roles in the first year. seth lemon for cbs news, capitol hill. and this morning, president trump tweeted out as i have always said, let obama care

fail and then come together and do a great healthcare plan. stay tuned. >> the trump administration is opening the border to more foreign workers. the white house will allow 15,000 foreign workers to come to the u.s. this year. the 25% increase in visas will go to nonagricultural businesses including resorts, fisheries, and landscapers. dennis hastert has been released from a federal prison in minnesota. he was sentenced to 15 months last year for trying to cover up acts of sexual abuse against children. he was moved to home confinement in chicago to finish his time in custody. the official release indicate is set for next month. the family of a yoga instructor wants answers. she called 911 to report what she thought was a sexual assault. >> reporter: the officer

accused of shooting justine dumont has retained a lawyer. she was shot in the stomach. the medical examiner has ruled her death a homicide. and investigators found no represents at the scene. >> the death of justine is a loss to everyone who knew her. he touched so many people. justine dumont's fianci said it will bring comfort to those who love her. >> we are desperate for information. >> her father said this is a nightmare for the family. >> justine was a beacon to all of us. we only ask that the light of justice shine down on the circumstances of her death. >> reporter: minneapolis police officer muhammad -- was one of two officers who responded to her 911 call saturday night. investigators have not disclosed details about what

happened after police arrived. dumond approached in her pajamas. she was standing at the driver's window and officer -- opened fire from the passenger seat. the bullet passed in front of his partner and went through the open window, fatally striking dumond. he joined the police department in 2015 as the first somali american officer. his client extends his condolences to the family and anyone else who has been touched by the event. he relocated to minneapolis about three years ago. >> both officers were wearing body cameras and they were off despite a policy that requires them to be on. police went door to door to see if anyone's surveillance cameras may have captured the shooting. the two officers are on paid administrative leave. the two were planning to get married next month. protesters have gathered in austin to speak out against a
